After 2 weeks the Mac Mini went to sleep while I was in the middle of a Dreamweaver task. It has not awakened from that sleep. A reputable computer MAC/PC repair shop here in Manila, Philippines was not able to revive it; so I proceeded and bought a good same exact model Mac Mini from e-bay and had it shipped across the ocean here to Manila. It came with Sierra pre-installed and it would not take the 16GB RAM.

I downgraded to a clean install Mountain Lion (which I still prefer to use) and still it will not accept the RAM. I checked the EFI Boot Rom version and I did upgrade the machine to the latest available on Apple’s Support site and it still will not take the 16GB.
